Number of stitches in heel setup? (Fraggle Squiggle)

I am making the small size, and I can’t figure out the instructions. The instructions say “size small only / K3, p1, k5, M1, k5, p1, k3, p1, M1, k4, turn….”
This counts to only 25 stitches. I have 30 stitches on each needle when I come to this. After this line, the instructions for the heel start with 31 stitches, knitting back and forth. I don’t understand this. Is there anyone who has done this and can explain this to me?

Just follow the instructions exactly, turning when it tells you to and then working back 31 stitches for the heel flap - you’ll just have to transfer some stitches from one needle to the other and vice versa.

In greater detail: you start with 30 stitches on each needle, then the heel flap set-up that you quoted has you work across 25 stitches (counting the 2 increases). When you turn, the last 7 (unworked) stitches on that needle need to go to the other needle. And as you work back, you’re doing the heel flap across 31 stitches, which means you knit back across the 25 stitches and then keep going with the first 6 stitches from the other needle. That should leave you with 31 stitches on each needle, one being worked for the heel flap and the other on hold for the instep.
